eBay recently announced some changed to the feedback system.  Sellers are already reporting that they have received an email from eBay, letting them know feedback has been removed.

This is the first phase of the changes which is removing all feedback from users who are indefinitely suspended within 90 days of registration. eBay feels that members who are indefinitely suspended within 90 days of their registration were never truly members of the eBay Community. Therefore, their feedback should not count.

These feedback changes are effective on all eBay sites.
