eBay is having some difficulties with new features.  They have announced that the release of these features, will be delayed.  Here is the announcement:

Last week we announced the addition of three new features: Business Registration [http://www2.ebay.com/aw/core/200512151040222.html], Adding Pictures to Active Listings Even After a Bid [http://www2.ebay.com/aw/core/200512161033182.html], and Digitally Delivered Goods [http://www2.ebay.com/aw/core/200512141728192.html]. However, due to some issues while releasing the products, we decided to delay their launch. We hope to reintroduce these features within the next several weeks.
